Northern Ireland is the real free-collection outlier

Just over half of Northern Ireland's 11 councils collect bulky waste free as standard, and the paid ones tend to charge a fraction of what England or Scotland do. That is a genuinely different service model, not a rounding error: it is worth checking your council's page here even if you have moved from a part of the UK where a free collection would be unusual.

Scotland is not the free nation people expect

Only one of the 32 Scottish councils in our data collects free as standard, and the median paid charge is the highest of the four nations. Scottish councils generally call the service a "special uplift" or "bulky uplift" rather than "bulky waste collection", which may be part of why the free-Scotland assumption persists, but the pricing itself is not notably cheaper.

Wales sits mid-table

No Welsh council in our data currently collects free as standard, but the median paid charge is the lowest of the three fully-paid nations (England, Scotland, Wales). Several Welsh councils deliver the service through a contractor rather than in-house, which is worth knowing if you are trying to find the right phone number.

England is the widest spread

With 296 councils, England has by far the largest sample, and the biggest range: a real mix of free councils, deep concessions and outliers charging well above the median. A note on how we count "free"

We count a council as "collect free" only when its own published charge information states no cost for a standard collection, not when a council merely offers a free allowance alongside a paid tier, or routes residents to a separate reuse charity. Concessions for residents on qualifying benefits are common in every nation and are not counted here; check the charges section of your council's own page for those.
